I would feel out the situation first. I'll do it to cashiers and basically get this fuck me look back. Some people get incredibly uncomfortable but I always enjoy making people uncomfortable. I've had it work on women more often than not. It's definitely better than no eye contact.

I look into my plates eyes allowing me to see my reflection in her pupils. She always says stop playfully

They eat it up. I don't "laser beam" them but I keep their glances for a long time. It works amazingly. You have to learn to do it light and easy and the beginning part I am nice but also looking them right in the eye and usually smiling.

Girls will hold eye contact with you for way longer than you expect, especially if you have a certain "yeah I see you looking at me checking you out" kinda gaze. Feel free to do it as much as you can, it's not against the law and it's subtle enough that only you two will be aware of it. Perfect plausible deniability for girls.

If eye contact is held for longer than like 5 seconds, I like to break the tension with a wink. If they laugh or smile, I go over and say hi.
