Why do 13 year old girls from first world countrys think they are systematically oppressed by some sort of patriarchy, why blame men and not the government and the legal system?

Mostly because they are being taught to hate men and suspect the patriarchy is behind all their problems. The school system has become massively corrupt and damaging to our kids. It is a real issue.
