Pretty simple brother. Isolate her. How do you do that? You go up to her, say "hey let's grab a coffee/go wherever/lunch", if she asks about the other guys, make something up like they are busy or, if you want to be more direct, tell her you just want to go with her. She will normally say yes cuz you are already friends. If she doesn't want to be alone with you, she's not interested so time to move on, no need to block her out of your life or anything, just move on.

Have fun with her alone. This is your time to shine and proof that you are not like the other guys (don't be a show-off, just show her that you are fun guy to be with and that you don't need the other guys to have fun together). Did you guys have fun? Sweet! Rinse and repeat, next time go for the kill (at least a kiss, not on the cheek of course). That's all. Oh and are you 10 years old? No? Then you don't need your friends' permission to make a move on her. Welcome to the fucking jungle, this is Darwin in action, no permission, no turns, no "I liked her first". This is you vs. the world. You better win.

Beside what you already mentioned (change of location because of the fucked up ratio) talk to every girl with something fun, intriguing or plain interesting (You know prof X is gonna do Y). Make yourself known as the sociable guy, the guy who owns his shit and has a life and then jump between those groups to your liking. The more girls see you with other girls the more they actually chase you.
