At what point do women become good manipulators?

So I heard the Sandman once say that older women generally have more experience and knowledge in manipulating men, especially in relationships.

So, I was thinking, is there any way to tell how manipulative a various woman is? For example, if a woman had 3-5 LTRs, would that mean that she's become good at manipulating men, as opposed to a younger girl whose had only one LTR or none? Is there a certain age, when the majority of women become proficient at manipulation?
