I am requesting a formal investigation into the Downingtown Police Departments involvement through proper channels.
Doc#4 - 2016 March - Psychiatric Evaluation of Kristine Smith by Dr. Aneela Khan, Case ID 2015-05067-CU.Chester County Family Court-Ordered. Another non-factual statement made by my parents to Dr. Khan is that I did not press charges on a man who stole from me. Dr. Khan’s report states “She met a young man (age 30) at a local convenience store… he stole her credit cards… she refused to press charges against him after he robbed her twice. I did try and press charges, and I am currently in the process of filing formal complaints regarding the Downingtown Polic, who I argue were completely incompetent in investigating these thefts. I am requesting a formal investigation into the Downingtown Police Departments involvement through proper channels.
October 30, 2015 - Downingtown Police Department Incident Report #D-5338-15 (Doc#45 - 151030 DPD Report #D-5338-15 - Collins Theft) “10/30/2015 10:55 - 121 OFC Joel Williams D-5338-15 “I received a phone assignment due to a missing credit card from Krissy Smith (430 Jefferson Ave), she believes it was taken by Patrick Collins”. SUPPLEMENTAL 11/07/2015 OFC Stefanie Dunne “ Ms. Smith mentioned to this officer that she was missing an undisclosed amount of cash money from her purse, an occurrence that has happened since the aforementioned suspicious condition was reported”. SUPPLEMENTAL 12/02/2015 “I spoke to Krissy Smith 12/2/2015 regarding the incident on 10/30/15. Smith stated someone named “Candace” admitted to her that she drove Patrick Collins the night of the alleged incident”.
November 6, 2015 USAA Saving Bank Affidavit of Fraud and Forgery (Doc#46 - 151106 USAA and Franklin Credit Union Theft - #D-5338-15), “ “I can identify the suspect as: Name Patrick Collins…. Additional Information “ Candice Reese told me she drove Patrick Collins to these stores and he made these purchases, Patrick R. Collins, Jr 1483 Glenside Rd, Downingtown PA 19335”.
2020 February 8 - email from Kristine Smith to Detective Paul Trautmann of the Downingtown Police Department (Doc#47- 200208 gmail DPD reopen and look at incident #D-5338-15) , “ Paul, We need to reopen and look at Incident #D-5338-15. We need to open and look at Incident #D-5338-15. Even though the police could not solve this crime, Mayor of Downingtown, Josh Maxwell, contacted Patrick Collins and told him to stop....at least that is what Patrick indicated when he then threatened me to not pursue holding him accountable for these incidents. I am very concerned that I reported this crime, and had the witness, Candice Reese, who drove Patrick Collins to the locations he used my credit card at all these locations willing to testify. Your department did nothing to check the video tapes at all the locations he stole from or take a statement from Candice Reese. My parents lied in a $4,000 psychiatric report saying I never reported this crime. This became another lie to keep my children from me. I am also in shock that officers Joel William's and Ofc Nudy Bar Neuhaus would think that a thief could not get into a first floor window. They refused to believe and said in report "when questioned how hard it was for someone to climb in the second story window to enter the house". That is inaccurate, it was the FIRST FLOOR. They then had to watch me drag my recycling bin over , climb up right into the window! So I guess it IS possible. The report also inaccurately says "Smith had roughly three dozen door locks on a workbench in the basement ". What a crazy lie, yes, I had switched out the locks, but saying "three dozen" seems like an attempt to make me sound insane. Thanks for your help, Krissy Smith”.
