It's 2040, and every state passes laws against practicing genital mutilation. Shortly thereafter there will be doctors, rabbis/imams, and parents who are arrested and sentenced to prison for practicing circumcision. At the very least, doctors would lose their license, and parents would get a visit to CPS threatening to take their kids away.

In this future, those people would be labelled as child abusers.

I can imagine a renegade religious group skirting the law and even threatening people who disagree.

Maybe you're an intactivist protesting in the street and one of these crazies tries to stab or shoot you.
