Let's go through the most important parts, taking into account where this new law can be abused and how actual enforcement changes the quality of the law.

Bill C-78 provides a non-exhaustive list of factors a court should consider in prioritizing the child’s physical, emotional and psychological safety, security and well-being. These include the child’s relationship with each spouse and with other relatives and important persons; each spouse’s willingness to support the child’s relationship with the other spouse; the child’s history of care; the child’s views and preferences; the child’s upbringing and heritage and any pending civil or criminal proceeding that may affect the child.

This actually sounds really good. Especially "each spouse's willingness to support the child's relationship with the other spouse". The only part I think will be heavily abused is manipulating children against each other if their preferences are taken into account, but you can't really avoid that while still asking the child.

The party intending to move must give adequate notice to all other involved parties, mentioning important information about the potential relocation. A court will be able to modify the notice requirements where safety is an issue [...]

Again, sounds good. You can't just move 3000kms away so that your ex will never see your children again, which I heard is kind of a problem in some places (don't know about Canada).

I wonder how many false accusations that will cause. But in principle, I support this. So, in conclusion to this part, accusations of family violence will need to be thoroughly investigated so this law cannot be used as a weapon. I somehow doubt this last part will happen...

Bill C-78 will expand the definition of family violence to include forced confinement, but excluding the use of reasonable force to protect oneself or another person; sexual abuse; threats to kill or cause bodily harm to any person; harassment, including stalking; failure to provide the necessaries of life; psychological abuse; financial abuse; threats to kill or harm an animal or damage property and killing or harming an animal or damaging of property.

The amendments will also strengthen the enforcement of child support. In certain circumstances a judge or enforcement agency may inquire into a spouse’s income and tax information for purposes of calculating the amount of support.

Does "strengthen the enforcement of child support" mean a USA style system where you go to jail if you don't pay enough, so you can't pay at all, or just that banks don't get to slice off the percentage of your income that is allowed to be taken for debt purposes when you also have child support to pay? Also, if the father gets custody, will the woman pay child support?
