I feel awkward just DMing a girl and saying "hey" then jumping into small talk or logistics.

Fuck that shit. Get off of social media and delete it. You need to be talking to women in real life and in person, not on social media. Social media is 100% in a woman's frame and her turf. You think you will be the only one sending her a message trying to talk to her? No. She is getting dozens and dozens of messages and such daily. She is getting loads of male attention. What makes you think you will stand out?

Would complimenting a girl after she posts a selfie be good or bad?

Fuck no. Never. Social media exists for one reason, to give women the validation they crave. Complimenting a woman's photo would be entering her frame and being the validating beta chump that the rest of them are. Want to stand out to a woman? DONT VALIDATE HER.

Delete all of your social media. Go outside and talk to women in person.
