Do people want FGM to be worse than MGM, in places where both are performed?

Of course you've heard many times by now that FGM is far worse than MGM, that the reasons behind FGM are far worse than MGM, that complications of FGM are far worse than MGM, and so on...

But, is there any evidence that, in places where FGM is done, people want it to be worse? If FGM was so obviously worse than MGM, then the people in those places would recognize it, and would not be ashamed to admit it. If FGM was done for misogynistic reasons in misogynistic societies, then people in those societies would proudly admit it, or at least some of them would.

In other words, there would be plenty of evidence that people would WANT FGM to be worse. There would be patriarchs, imams, spiritual leaders, community leaders, tribal leaders, witch doctors, clerics in Africa and Asia who would proudly proclaim: "Yes, FGM is worse, because women need to learn their place!"

However, I myself haven't encountered any such evidence. Have you?
