Sex offender list, no. Punishment yes! I think the rule should be what ever half the maximum is that the guy would have gotten should be placed on the women. That seems fair of course you must not punish all women that come forward either. If there is blatant and obvious lying to ruin a mans life then that punishment should be pressed. And of course if the same thing happened to a women (man falsely accuses her) then the same should apply to him.

Stupid. Falsely accusing people of rape is no more a sex crime than falsely accusing people of murder is a form of homicide!
