I read somewhere a look down is very good, a glance sideways is still deciding and up is no. Either way you always lock until they break unless you are displaying very high value. To the point of you are just scanning the room and from her eyes after a few seconds you are continuing to judge other girls. Never ever ever look down.

it's all about facial expression when eyes meet: for girls you want to appear to be happy to see the girl, either happy to see a hot new girl or happy as if she was familiar even if you've never met her, always with some level of interest, never enough to look desperate-thirsty.

With guys it's either a look (on your face) of respect or of aggressive ability but not direct anger (to ward away guys who want trouble but not trouble that's serious) or familiarity (even if you don't know them) with friendliness since this lets you get new drinking buddies or the insta-wing-man in a bar, single-serving friend (fight club), etc.
