The paper being discussed (Card and Payne 2017) defines the gender gap differently than usual. Lots of STEM fields are female dominated (biology, nursing (included in STEM in this study)) so that there is no big gap in STEM enrollments overall. In their data from Ontario Canada in 2014, 72033 women and 74763 men enrolled in a STEM program. However, this was 30.3% of all the women who enrolled in university, and 43.5% of all the men who enrolled in university. This gap (13.2 percentage points) is what they are trying to explain.

So, not surprisingly, they find the biggest reason for this gap is that men who are not going into STEM are much less likely to go to university than women who are not going into STEM.

They don't focus on the issue that males in STEM are concentrated in Engineering and Computer Science and females in Biology and Health.

In a new NBER working paper David Card and Abigail Payne have a stunning new explanation of the gender gap in STEM at universities.

The conventional wisdom is that the gender gap is about women and the forces-discrimination, sexism, parenting, aptitudes, choices; take your pick-that make women less likely to study in STEM fields.

Narrow the gender gap in the fraction of university entrants who are STEM ready from 14.percentage points to less than 2 percentage points.
