I hate to shatter someone's world where this is the wife's plan to keep a leash on her husband. This is a his/hers novelty t-shirt combo. Shirts with marriage/relationship-related jokes on them were common in the 1990s, as t-shirt printing got better and cheaper.

It's a joke based on a stereotype; when a couple goes out somewhere that bores the husband, his tendency is to wander off, be it at the mall, or an autumn fair, or a yard sale, whatever.
