Photo does not look like he was under the skirt.

The skirt is knee lenght or lower and the guy is kinda tall.

Looking at the photo, it does look like he is grabbing her ass, the expression on her face looks totally normal though. I think what may have happened is he awkwardly grazed her ass, and the photo happened to just be taken at that time. Taylor is obviously blowing this out of proportion though, because there is no way he is under the skirt on bare bottom.

Another thing I noted. From the picture, he could make the exact same claim, look at the direction her arm is going, she could very well be grabbing his ass as well!

having lifted a few skirts in my day, I can say without question that Taylor's story does not...cannot, hold up if that is in fact what she was wearing.

It's simply not possible to raise a skirt up to bare buttocks level with one hand without a great deal of manipulation of the fabric. Or by leaning down and reaching up from under it.
