As per the other suggestions, have your close friend get a lawyer. If they can't afford one look into posting this question on avvo.com.

If it were me, I would look into filing a "contempt of court" motion against the disobeying parent. I might ask for sanctions for expenses relating to the contempt motion, although I probably wouldn't get them. In my state it is quasi-criminal to disobey court orders and punishable by fines and imprisonment, although that is unlikely to happen in family court.

Keep accurate records of visitations that were good and bad. Video record pick ups and drop offs if they have been contentious.

Don't get married.
