Suspended sentences are common, at least where i live. I work in loss prevention and every shoplifting case that has ever gone to court was a suspended sentences unless it was a felony. If it's a felony they are let out on parole. The other day i was in court and when waiting for my case a shoplifter that i had got before was there for another case. He got a year probation for throwing his step daughter out a window (they said the kid was not physically hurt) with no coat or shoes in the winter 20 something degrees outside and not letting them back in the house.
