I don't understand what your objection is here. Is it that France is allowing gay men to donate blood, or that they didn't used to?

I'm guessing it's the latter. In which case you should know that's true pretty much everywhere. I'm pretty sure the American Red Cross still bans it permanently. After people died from receiving contaminated blood (e.g. Isaac Asimov), the rules have been very strict. For example, travelling to many first world countries will earn you multi-year deferrals. Donating blood is not a right. The safety of the blood supply is paramount. If some sections of the population have unusually incidence of dangerous blood borne disease, it makes sense to just ban them outright, at least until reasonable safety precautions can be developed.

So, I think the lifetime ban is probably over the top, but a one-year deferral is probably as reasonable as most of the other rules, given modern testing technology.
