IIRC, feminists introduced this in the K-12 school system back in the early 1980s. The mission was to give girls preferential treatment wherever legally possible.

I believe this is what's led to the 60/40 female/male imbalance on college campuses today. Christina Hoff Summers may have talked about it in The War on Boys which I have not read yet.
