Fortunately, iPhones aren’t weapons; but they are anti-rape devices.

Not when it falls "into a snow bank and was never seen again" or when "the iPhone screen was cracked".

"Strange" that the author has overlooked the cases in which an iPhone (or a phone with a camera) already has worked as a pretty good anti-rape device: When video evidence showed that no rape happened.

Anyway, I agree that the idea of guns is really bad -- for people not mature enough to carry them (not necessarily related to age) and for everyone who is that drunk. But I seriously question whether a person who carries a gun would not adopt their behavior. Or perhaps leave it in the dorm room when they plan to get really drunk. The case should be made for acting more maturely. Not for or against technology.
