You've already set the tone by being accepting of low-value dates. He's accustomed to giving you this low effort and it will be difficult to change his behavior. You set the standards too low for yourself.
You could try just being forward and honest, stating that you're not feeling valued because of this and that he needs to step it up in order to maintain your standards. If he pushes back, or if he starts improving to appease you and then stops shortly after, dump him sis. He doesn't care no matter how much he tells you otherwise.
I read a post on here recently where this same scenario presented itself to a woman, and her man did step it up permanently. All the other posts I've read, however...didn't have as positive of an outcome. It's unlikely he'll change, but it is possible.
