No, we can actually build this, but it will need an open access to OF database. You can easily code face recognition, but you need a lot of permission to scrape the site for actual data. I did a few projects for an online course, and even Google maps lets you use it for your app or code for only 11 times, that's how they earn money, by making third party apps pay for access to their database. We will need the concerned website to give unrestricted access, which is not going to happen. But, you can scrap from Instagram I guess, and check the profile for any OF link.
