I saw the Anime back when it came out and recently recalled it because sex bots is slowly becoming a thing.
Chobits plays out in a society where "companion bots" are a common occurrence. They are called "persocom", short for personal computer (Japanese English you know...). They're so lifelike and perfect that most people stopped having relationships with people other than their persocoms. A bit prophetic maybe?
The story is about a university student who just happens to find a broken one in the trash and decides to take it home. Hilarity and chaos ensues.

This was actually explained by the guy who owned her. He can't afford a full size one. They're expensive to buy, take a lot of space, and of course they use a lot more power.
Also, Chii wasn't broken when he found her, she was just laying on the garbage pile, turned off.
