Pretty much guarantee you his "Dad" is either:

(A) Masochistic and possibly has some kind of a "cuck" fetish (heck the "Dad" may in fact not even be this guys REAL bio/genetic father; after all if she's cheating now, she probably always has -- in fact, given how different /u/totally_ok-47 seems to be from his "Dad"; absent a paternal DNA test I'd default to saying they're probably NOT father/son).
(B) The "Dad" is a "cheater" himself -- has one or more other women (even "wives") he fucks on the side as well -- in fact given that this is apparently the Philippines, the "Dad" may even have a second or third "family" elsewhere (i.e. all of that "he's abroad working" may include things other than work).

In either case, the particular relationship of this "Dad" with this woman (/u/totally_ok-47's Mom) may simply be his "home base" in the Philippines (i.e. one of several located in various places)... and its a situation he wants to keep, just because to do otherwise (establish some other "home base" in PI would be even more of a pain in the ass).
