Meh... plague has been "endemic" in various species of rodents in the southwestern US for well over a century.

The outbreak spread to Chinatown, San Francisco from 1900 to 1904 and then to Oakland and the East Bay from 1907 to 1909.[49] It has been present in the rodents of western North America ever since, as fear of the consequences of the outbreak on trade caused authorities to hide the dead of the Chinatown residents long enough for the disease to be passed to widespread species of native rodents in outlying areas.[50] Sauce

Many other diseases are actually FAR more concerning (Tuberculosis, Typhus, Typhoid Fever, even things like Cholera etc) -- as they're not merely "endemic" in the Los Angeles environment, but also actively infecting humans and probably spreading among the homeless, etc (potentially growing more virulent as they do).

Plague has been in the US for a long time. I remember years ago as a kid going to US national parks and seeing the signs that say "Prairie dogs carry plague."

IIRC, it is primarily passed by fleas that have fed on an infected host.
