I have read about how with the help of eugenics that human are able to tame wolf by creating dog. I am just wondering is it possible to apply the same science to create tame or psycho female?

First of all the selective breeding of wild wolves to domesticity is really NOT "eugenics" in any real sense -- the animals selected for breeding are based on their BEHAVIORS, not on any perception of "genetic heritage" (for that, you need to look at the debilitating phenom of inbreeding in animals like dogs, and which is falsely called "Pure Breeding", via the various "Kennel Clubs").

With humanity... well, whether or not you want to view it as a kind of "eugenics"; there are various arguments about the "nature/genetic" impact of things like:

abortion-on-demand possibly "reducing" the level of criminals (by eliminating problematic "unwanted" pregnancies) -- see the Freakanomics guys for that.

and conversely...

that the effects of "welfare" (especially the support of "single mothers" -- and essentially the creation of a generation of what used to be called "bastards" -- and are definitely "fatherless" children in terms of being raised w/o biological fathers present in the home).

I think there is at least the possibility of both having some validity -- though whether it is really "genetics" (i.e. nature), or whether it is the difference in the resulting home/environment & parenting (i.e. nurture) -- is certainly debatable, and probably unanswerable.

Further I think an argument can be made that if men are either:

Being "chosen" by women via the (as Barbarrosa calls it "unhealthy competition" of) "Game" -- then there is the possibility that the more "violent" will reproduce in larger number.
Conversely, but with a similar end result, if -- as we currently see in our western societies -- men who are more promiscuous (and are "irresponsible" in the sense of not really caring for -- and possibly not even giving a shit about -- their children) are likewise LESS selective about picking WOMEN for "mothering" abilities, but instead simply choosing to fuck based on superficial qualities (i.e. so called "high SMV" women), then too we are likely to see those traits (the irresponsibility & superficiality, i.e. poor parenting) become more prevalent.
Toss in the last factor... that men like US (i.e. the "thinking/responsible" MGTOW types) -- who have always probably had a tendency to reproduce in smaller numbers and at later ages -- but who choose to now entirely forgo reproduction...

And you likely end up with MORE "casual/irresponsible" offspring -- and FEWER such "forethought" offspring -- in terms again of both (or either) nature OR nurture.

It's sort of like an "inversion" of evolutionary selective pressures -- those who reproduce at higher rates are those that are "best adapted" to the particular mating environment (in this case human society): ergo if the environment/society is one that promotes reproduction (and the subsequent survival) of the "less responsible", then I think it is indeed likely that the succeeding generation(s) will become even less "responsible" overall. (And of course vice versa).

That to me strikes me as being entirely DIFFERENT than "eugenics" -- which was a pseudo-science based on false concepts of a "racial/ethnic hierarchy" and mistaken perceptions of "imbecility" or "feeble-mindedness" (which more often than not was a result of childhood disease and/or malnutrition, rather than genetics).

It might be possible. Just as possible as eating human flesh. And equally if not more immoral.

Eugenics is not something we talk about doing to people. At least not post-Hitler. Also, even if you could/found an ethical way to selectively breed humanity, it would take generations upon generations.
