Biologically, yes, they are "mothers". As in, they screwed around, got pregnant, carried a fetus for nine months, and gave birth to it.
Are they "mothers" in the sense of "caregivers"? Absolutely not. It's either her parents (who are also usually too young to be grandparents) or the State who is actually seeing to the child's needs.
What I hate about simps going for single mothers is that it encourages them to monkey branch even when they found a nice man that they had a child with.
