The Turkistan Islamic Party alone has carried out hundreds of acts of terrorism and is recognized by the EU and the UK as a terrorist organization, and even has ties to Al-Qaeda. More broadly than them, separatist efforts have been going on since the 18th century.

To put it in even sharper contrast, in the 1930s most of the fighting done by China to subdue Xinjiang was by the 36th Division of the National Revolutionary Army, made up almost exclusively of Hui Muslims. So basically, the Hui are treated much better because China doesn't care about Islam either way, but cares very much about keeping the nation in tact and free of terrorism.
