Boy Scouts are a private organization. They were facing declining revenue year over year. On the other hand the girl scouts run a tight forced labor racket, forcing small girls to work for an undetermined amount of time as pushers for their government subsidized, high margin, cookie products. There's no way the girl scouts would have time to learn any skills. Their female pimps won't allow it.
