That is the chart that the original researcher, Lawrence Kohlberg, made. He found that women peak at the 3rd stage and never get past stage 4 (Law and Order Orientation). Where as men would eventually get up to stage 6 (Universal Ethical Principles.
The annoying thing about this research is that it was scrubbed pretty hard from the books because it was stating information that was against the "equality" narrative that has infested academia for quite a while now. This cunt, Carol Gilligan, re-phrased his research finding into something called "care based morality" which essentially tried to reword the findings into men and women just have different kinds of morality or some shit. Men have justice based morality, women have care based morality. It was really just an attempt to scrub away the hard reality so it would fit with the "women are just as good as men" narrative, and of course this is much more talked about when you bring up any search engine results.
The point is, women never develop a sense of Law and Order, so women are still thinking on a moral level of that of a technical child.
