It's well known that across all species, when the environment is not optimal, the intelligent do not reproduce. The lower intelligence group's fertility rates are agnostic to the conditions of their society. Intelligence dies out and the culture becomes overrun with, like you said, a sea of morons. I find it a little entertaining.

This is because they are literally paid for having kids. Stop paying them for spreading their legs.

If you want any type of welfare you must be temporarily sterilised and it will be via a government issued card which doesn't cover the likes of alcohol, tobacco related products, expensive luxury items etc.
