He’s well within his right to tell you what he wants and what he won’t accept. If he wants a relationship and you don’t, he can leave. What, you want him to just stick around and watch you fuck with other guys? That’s selfish.
It’s not forcing anything to be honest (see 1). Would you prefer he stuck around and started acting all bitter and shit because he wasn’t getting the kind of attention he wanted from you? I think that would’ve annoyed you even more, so you should really be happy he’s leaving it here.
Being a friend and building a relationship? Really? How long would it actually take for you to accept and reciprocate his feelings? If you cant give a concrete time frame then why the hell should he gamble with the amount of time, effort and money it would take to convince you he was worth a damn. If you think a guy should be happy giving you girlfriend level time and attention regardless of if you’re actually together, you are sorely mistaken.
Don’t friendzone guys if you actually intend to get into a relationship with them. The fact that he says he was there is enough to tell anyone that you weren’t all that into him in the first place, but you probably kept him thinking something might happen if he waited it out, and all the while you were probably fucking with other dudes. You can’t be mad at him for cutting his losses from something that wasn't even there to begin with.
Finally, it’s fucked up of you to post this on your story for everyone to see, including him potentially. I think he’s acting beta asf for getting so into his feelings over you and actually wasting the time to write that but that still doesn’t make it ok for you to act so damn vindictive.

EDIT: for anyone confused as to what in the actual fuck the guy is saying, here’s a translation:
