I am shocked by this. Shocked that a police force in the the western first world actually have post academy fitness standards and actually are holding officers to those standards. Here in the States, once you graduate the academy, (if there are exceptions, please mention that department) you never have to exercise again.

Colorado Springs Police tried to implement physical fitness standards and that didn't turn out well.

Not making excuses for her, because she sounds like a lazy whale, but most depts do a really poor job promoting health and fitness. Bigger agencies often have gyms but small depts or detachments have nothing so the member has to seek it out on their own. Here in parts of Canada, the only option would be to build your own gym at your expense.

another way of looking at it is that this system isn't ours and has long since betrayed us so therefore the more unhealthy people it has working for it the harder it is to enforce their draconian laws. therefore i think this is a tragedy and she should get her job back.

To provide some context, the police bleep test is notoriously easy. They require something like level 5-6, which equates to building up to a brisk walk and finishing off with a trot the last run. All in all it will take about 5 mins to hit 5-6.
