Depends on you.

If you like orderly countries, with stable economies, government, and fair social organisation, I would recommend this countries, in this order: Norway, Sweden, Finland, Switzerland, Denmark.

If you like warm people, friend of their friends, warm and open to strangers, albeit with a chaotic social organisation, choose the latin countries, in this order: Portugal, Spain, Italy, France (don't include Romany because don't know too much about what's over there, but I think is ver chaotic).
