Not only is this a gross exaggeration, in that it's not often the case that a smile would be interpreted as interest and a lot of men would just see it as being friendly, but it's an extremely sexist view of men who not only have every right to shot their shots but are socially, and systematically, expected to as well. So what if he misinterprets that smile as interest and makes a move based on that? Not only is that a very minor inconvenience(if at all) but it literally the basis for all friendships and human interaction in every culture and time known to mankind.

It's also something that most women expect, rely on and benefit from in virtually every aspect of life. It is power and it is privilege to be on that receiving end, because it gives you all the control and an abundance of opportunities.

Also, if a woman smiled at another woman, and she interpret this as friendliness and try to make conversation, that wouldn't make her a victim. How hateful of a view of women would you have to have to even derive to that kind of reasoning.
