I read the article. He does say that males are naturally better at STEM, but he goes nowhere near saying that "Only boys can be good at STEM", which is what you claim he said.
He also says that instead of spending a disproportionate amount of money on STEM for women, who either don't have the natural aptitude or the inclination to go into those fields, why not use that money for boys.
But you should have known that if you read the article.
