It isn't even "forced penetration." It is penetration "without consent." This sounds the same but it is not. The Law explicitly avoids mentioning force, violence or threats because they need to put men in jail for rape when those men had no idea they could possibly be raping anyone. It is very intentional that there does not have to be any violence or threat of violence for sex to be rape.

I am unsure if there even are good statistics on female on male rape. There is barely anything on false rape accusations. The current climate is so politicized it is rare for good studies to ever be done.

The NCVS is a big-ass survey done every year that encompasses crimes which are both reported to the police and those unreported. It's laid out nice and clear making it easy to compare one set of factors to another. It tracks "rape/sexual assault" grouped together unlike the UCR, which has historically allowed it to also count male victims.

The UCR is a huge compilation of data from police departments across the country, so it only tracks crimes reported to the police. WRT "rape" they've recently changed their definition of rape from "the carnal knowledge of a female, forcibly and against her will" to "the penetration, no matter how slight, of the vagina or anus with any body part or object, or oral penetration by a sex organ of another person, without the consent of the victim" bringing it closer to the NCVS' "rape/sexual assault" metric...so expect to see a huge jump once that takes effect.

Both are very useful tools, both have their limitations. I know the NCVS excludes victimized prisoners, but I'm not sure if that's also the case for the UCR.

The question you should have in mind is whether the reported rate is an upper or lower bound for the actual rate. This is a comparison between how many actual rapes go unreported and how many reported rapes are dropped, aka, false positives vs false negatives, type I and type II errors etc.
