So is harassment determined by the act or the response? If a guy takes a picture of a hot girl it’s creepy but the other way around it’s not... is the reaction to the picture what makes it creepy or is it the picture itself?

It's not a crime but its still creepy. I mentioned a post on reddit to a friend (girl) of mine. It was the girl who took selfies to secretly take a picture of a dude behind her in order to post online so she can go on a date with him.
I said that it was creepy because she tried to be pretend she was taking pictures of herself but really was aiming for the guy. The guy was also 10 feet away so why not ask him out in person instead of posting it on twitter.
Well she didn't think it was creepy to take random pictures of people in public so I told her next time we hang out im just going to take pictures of other girls when we hang out and she better not feel weird because according to her its not creepy.

The act itself was kinda creepy. But calling it harassment doesn’t really fit here. If he felt harassed, then it was. But, the chick got lucky. Yeah, call it a double standard, we all like to be on equal grounds. But the same people that argue that also tend to agree there are biological differences between men and women (which is true). It is far more likely for a chick to feel creeped out than a dude, especially a good looking dude. Now, that may not be RIGHT, but I think it’s true.
Here’s a conundrum though: if the guy was not great looking, it seems far more likely to be harassment because if the guy caught her, he might feel like she is laughing at him, or something of the sort. Just like when she catches an ugly dude staring at her, that is harassment, but not when a hot dude does it. Women and men are just two different animals, man.
