From reading it, it just seems that it means looking at them like men would, eg evaluating them sexually. Or do you not sexually evaluate women when you look at them? Doesn't seem like it has much to do with rape culture.

Why wouldn't women check each other out? They are (at least subconsciously) sizing the competition up in comparison to themselves. I suppose the only women having a problem with this (hamstering it around to blame men or male culture or something) are the ones not liking the competition.
