Not sure there is much you can do unfortunately. Best thing to do is learn from his mistakes but it's his daughter and his issue to resolve. Maybe your mum is best placed to advise him?

Is 15k a drop in the bucket to him compared to the backlash he would cause if he would say no? Does he have the money to blow? Have you ever brought it up to him and gave him the cold hard truth? Is this something you have kept to yourself and never brought up to him? It might continue getting worse but does he think it’s a bad thing...?
