There are different views on this one. Personally, I do not believe that you can make it completely without actively approaching women (unless you are super high SMV already).

Tyler from RSD has a video on daygame where he addresses "being on your purpose" while approaching women. Just look it up on youtube ("rsd tylers daygame revealed" or whatever).

Basically, there are three ways:

have fun with your buddies and invite girls for the fun
run your errands and only approach, if you see a girl you like
"mass approach" girls and be on your purpose this way (your purpose is getting into state but no single one girl has an effect on your purpose)
