Yeah... this is common. The girls turns up, believing that that's all she has to do.

The guy is looking for signs of sexual interest, especially in a world in which guys are worried about looking like a creep or arrested or being the next #metoo victim. He's waiting for the green light and then another three green lights just to make sure. Escalation is reserved for women you are attracted to. This comes across as a post date rationalization for failure to escalate.

If he's not attracted to her he shouldn't be on a date with her.

If after the date he's not attracted to her, he simply shouldn't escalate.

FEF is the long way round of simply saying lack of attraction.

They do have women available to them, but they find those women too repulsive to consider sexual contact with.
