You give them two chances for a meeting if they do accept. If they bail the second, next her. Or keep the contact, come back to it after a couple months and use her as a casual plan-C minus.
"I barely know you" are shit tests. Reply with something along "We should fix that". If she bails, next.
Having the same troubles as you did, these tips helped me immensely. But still won't make Tinder your main hookup tool; more than just an auxilliary. Don't rely on it, but just don't give up because sooner or later one or two good plates might come off from it.

In my experience, especially when talking with a girl who gets a lot of traffic, it is important to be unique. "Lets get to know each other then" is a pretty generic response which I can assure you she sees a lot. So I say this in a jokingly manner "Just as lightning doesn't strike the same place twice I don't invite girls/ask for number more than once". Accompanied by a smiley face this doesn't come off so douchy. It's unique, it makes her feel like she has something to miss out on and it's a nice way to show her your sense of humor. In my limited experience...

Looks are one part of Tinder. If your pic combo is "not great" as you specify, then work on making that better (use photo's that indicate high SMV). Afterward, you must work on having the personality/confidence to match the photos (Part 2).
If you have great photo's then Part 1 is complete, you'll get easy matches... but until part 2 is complete, you will not get number hookups, or sex.

I found that there was a progression of skills I needed to learn to master online game, and I believe I did pretty well.
I set a goal of one new lay a week for a year. Within a month I was on target and by the second month I was doing twice that plus maintenance on the good ones. By the third month I stopped engaging in meet and greets and escalated to them doing right over or me going there.
My experience is getting a phone number should flow naturally. (Unless you are truly just shotgunning a ton of chicks and don't care about how many you lose along the way.)
I found profile writing to be a skill, that you could get women to open you if you were solid.
Responding to third profiles another skill, opening a girl who gets 200 messages a day and getting a response isn't easy.
Next keeping them on the hook after the opening, next a seamless text transition, and next a seemless real life meet transition.
If you're in a big city, CL and tinder are great practice as so many girls are throw away. Personally I'd work any that aren't hideous to practice your skills. of course CL can be used as total throw away practice as you can set a different big city and just practice. Get a second line for your phone.
