First create a problem, ideally it should tap into the emotion of fear. Then offer a solution. What becomes interesting is when both sides are actually playing off each other. Best example is wars. To intensify it bring in xenophobia/racism. When you tap into emotions, the logical parts of the brain shutdown.

Everyone including myself is vunerable to this. Usually the people who claim they are not vunerable to this fall for it the hardest.

Eh it's been used in politics to describe a politician who changes their mind.

Because, yah know, American's really hate being shown their emotional attachment to an idea / politician and take it personally when someone shows them they are wrong. So, naturally, the voter despises anyone who exercises their innate human ability to reason and change their mind when they realize they are wrong.

It's much better to follow someone who denies imperfection and gives everyone the masturbatory self-gratification of always being right and being on the "winning" team.

In politics I think it refers more to have a "flexible" position, rather than a genuine changing of opinion.

Politicians are all scumbags whose "opinion" is whatever the highest bidder wants it to be. Even Ron Paul.

I always took Paul to be an educator, not a politician. If you consider that his frame instead it gives him a different light.

It's a term heavily used in politics to bash any politician that changes their mind about anything at any time. Viewed as a real negative to do so.
