I was in the same situation with a girl back in February/March:
We went on a few dates, had good chemistry, and she followed my lead. I was legitimately interested in this girl: Young, attractive, avid runner, close with her family, all traits that I value. We didn't have sex, but I thought things were naturally progressing that way.
After getting a few drinks one night (a Friday), we go back to her place to watch a movie (The Town, good movie if you haven't seen it), and I escalate as usual. She shut me down when I tried to move things to her bedroom, and I left shortly after the movie ended.
We had plans for that Sunday afternoon, but she cancelled on me Saturday night (the first time she cancelled a date) without offering an alternative time. Strike one.
I asked her out to lunch later that week (Wednesday I think), but she couldn't make it, as she claimed her company had clients in town. Again, no effort made to reschedule. Strike two.
A week or so goes by and I re-initiate contact, which she ignores. Strike three.
My point is, she declined three of your invitations, just like mine did. She clearly isn't making an effort to see you, so find someone else.

Yes, you stop asking, and stop contacting her in any way. That's the best plan by far. She may reach out to you, after a time. If she does, and is talking to you about random shit, cut that crap short on her and suggest you're busy but let's get together! when is she free in the next week?
If she responds with more flakey shit, it's important to be cool-headed about it, don't go butthurt. Tell her OK and to get back to you when she has her schedule figured out or whatever. Then bye-bye, and you never ever contact her again. It has to be her idea at that point, or you're chasing like a little bitch.
An important thing too is why she's doing that in the first place. On those 4 dates did you ever bring up "relationship" with her and "where is this going" kind of shit? If so, that's why she's like that, you smothered her.
Back off completely, be cordial and cool. If there was anything there, she'll be back. If not, who cares! (meanwhile make sure you're fucking other chicks and not obsessing about when this one deigns to contact you again)
