If you're looking for a serious answer then you're going to get it from the sidebar material. The difference between men and women in regards to multiple sexual partners is that men do not equate sex to an emotional attachment, it is a raw desire that we feel to our very core. Women have sex with a man she deems worthy which is why we believe that women are the gatekeepers to sex while men are the gatekeepers to commitment.
The problem arises when women have multiple sexual partners their ability to pair bond with a single mate is eroded away. Associating an emotional attachment with every other guy they fuck is a dangerous business for a woman's psych and eventually dulls her emotional attachment to sex. In the same accord, men who freely give over emotional attachment/commitment/validation to multiple women in order to get sympathy sex we would call a male slut because he freely surrenders the one thing that the opposite sex wants so badly.
A man who sees a woman bragging about having many sexual partners is seen as disgusting because promiscuity in women is a sign of weakness in her role as a female. Men will readily fuck her but they will never take her as an LTR. In the same light, men who readily give away their emotional availability are looked down on as friend material only. They aren't men because they don't respect themselves enough to withhold commitment without an even trade.
Sex and Commitment walk the same line, its just more taboo to think of them as equal.

Thanks. I was looking for a rational way to articulate why loose women aren't LTR material. Is there a scale to define how many partners is too many? Ex 5 is slot if she's 18, but isn't if she's 35. So where's the boundary?

I'm writing this when I do not see comments yet, though I expect them to be of the following themes:
(1) For a woman to sleep around requires her to only show up and spread her legs. For a guy to sleep around requires skill, seduction, and so on. Even fat chicks can get laid easier than fat guys.
(2) As the number of partners a person has increases, their ability to pair-bond in the future goes down. Though this happens to both sexes, it influences women to a higher degree than men. Science backs this up, but don't really feel like looking up all the links to show it.
(3) A cliche in these circles goes like this: A lock that can be opened by any key is a shitty lock. A key that can open any lock is a master key.
(4) In terms of evolutionary psychology theory, pair-bonding developed more as a method of securing provision, property, political alliances, and heirs. Over time, it becomes important for a male-familial line to ensure the progeny of a woman comes from the male she is partnered with. If women sleep around, the likelihood of a child being her partners decreases. Thus, over time, males developed distaste for women with show a propensity for promiscuity.
As I understand it, those are the basic arguments. Maybe posters will add more.

Because it's not the same thing. Men and women are not the same. They do not think the same, they do not act the same and they do not value the same things. Men value feminine features in a woman and women value manly features in men. Being a slut is not feminine. It's manly and thus not desirable.
A man pursuits and seduces a woman. It is a one way street. A man who is able to seduce many women to bed is skilled. Women respond to men and either reject or encourage. A woman who is picky about who she lets inside her has self esteem and values herself.
A slut has low self esteem, because she does not value herself. She gives herself up without the man having to prove himself.

Honestly? Because of the mate preferences of the two genders.
Men, on average, don't want a woman who is overly successful with other men, because men fear having to raise another man's child as their own.
Women, on average, want a man who is extremely successful with other women, because that man is clearly the most fit, and she has no reason to worry about whether or not any resulting child will actually be hers.

I think most TRPers will agree that women have the "right" to be a slut, but that does not make it "a good idea". Similary, men have the "right" to be a slut, that also does not automatically make it a good idea. As others have pointed out, societal pressures generally make it a better idea for men than for women.
Here's another right: the right to have preferences in your mate. Women have the "right" to disfavor promiscuous men, should they choose to. Generally, they do not. Men also have the "right" to disfavor promiscuous women. Generally, they do.
In my experience, though, women slut-shame each other far more than men slut-shame women. Perhaps you can explain to us why that is.

Most women who come here with questions use the argument "well I'm not like that how do you explain that one TRP?"
That's great that you like men with a lower count, awesome. Unfortunately this isn't the case for a large majority of the western female population.
It all boils down to the fact that men must be smooth, intelligent, not awkward, and overall attractive to get with other women. A standard looking female can basically fuck any man she wants just by asking.
Because of this, if a man is having sex with many women other females assume the guy has had to jump through a lot of hoops to get these girls and he MUST be a high quality guy if so many women seem to be after him.
A woman is simply seen as weak minded if she let's any guy have his way with her because it takes no skills on her part.

My point is that men and women aren't being hypocritical in taking pride in their sexuality, they are being hypocritical by setting a double standard in regards to how being promiscuous effects your "market value."
Your vague phrasing conceals the difficulty. Do men set the "double standard," or do women, or do men and women together? Obviously, men don't set the standard for what women find desirable in men; rather, women do. Men can only set the standard for what they find to be desirable in women. The "double standard" isn't really a double standard, just different standards. The difference in the two is determined by men preferring what they want and women preferring what they want.
That is, a woman's "market value" is determined by male preference, and a man's "market value" is determined by female preference. So are both men and women being hypocrites in some joint venture? I don't understand what you mean.
Also, I don't know what you mean by "sexuality" here. I'd think that the term includes actual sex, which would include male promiscuity.

It is okay for men to sleep around because we personally cannot become pregnant.
Historically, pregnancy has been the sole responsibility of the woman. A woman puts herself at risk of a pregnancy every time she engages in intercourse. Pregnancy is inherently VERY risky in itself (i.e. abortions, single motherhood induced poverty, complications, etc.).
This is why female virgins are so coveted. They do not have any of the baggage associated with having gone through heinous abortions, single motherhood, and STDs.
If a man selects/chooses to put his efforts and resources into raising offspring with a woman, he would be irresponsible for taking the risk of doing it with a promiscuous woman as opposed to a selective/choosy one.
