TL;DR: The ratio of competitive men to available women is much more indicative of your chances than the absolute male:female ratio; Tokyo has the highest effective ratio in the first world.

IDK about that, Daegu has to be pretty close. It's acceptable for guys here to wear ... makeup and dress in skin tight clothing. There are clubs here that are almost exclusively 19~22yo uni girls, the vast majority of guys inside them are clueless. It's way too easy to nab fuck buddies from there.

This heavily affects women's attitudes. There's a place I go on vacation that has very few eligible men, and the women there are all desperate to land a guy, they're all pleasant and accommodating. It's like a different planet.
There's a study on this, though I don't have it off hand, where they analyzed communities with different ratios of men vs women. They used college campuses. If anybody has a link I'd love to read it again.
