The first one could just be trying to dominate you. He's basically saying "I can touch this guy all I want."

There is two ways to counter that. The first one is by reciprocrating the touch with an even more dominant one. i.e. He touches your lower arm, you touch his upper arm. He touches your upper arm, you touch his shoulder. He touches your shoulder, you touch his neck. Look him straight in the eyes. Keep touching him just slightly longer than he does.

The other way is more aggressive: Simply punish him directly, by hurting him. He will think twice about doing it again. You need to do it casually though. Don't shout at him or insult him or anything alike. Do not loose frame. Just do it in the same way you would kill a bug.

About that scarf, just use amused mastery and make him look like a girl for stealing your stuff and wearing it.

All that said, he might actually be into you as well. Just call him out on it publicly in a cocky and funny manour.
