Man.. I'm not a doctor, but some of the answers here just reflect poor egos and circle jerk ideas with no almost no basis whatsoever.

Are you using a condom? Reduced sensation might be a thing but would not explain the lack of climax from oral/handjob.

The problem as you can see is not physical, else you would not be able to make yourself cum, or would have problems getting a hard on.

So getting that part out of the way, the problem is most likely mental. Whats probably happening is you are not relaxed enough. Some subconscious fear or something bothering you.
