You got this wrong. She knows she's pretty. "The look" is her way of telling you she is not interested in absolutely nothing you can say. If you want to translate the look into words, it'd be "I know, now, please, leave".

When you go to a girl and say something that implies you are interested in having some sort of romantic engagement with her, unsurprisingly, she'll only respond if she is herself interested in some sort of romantic engagement with you. If she isn't, she uses something to dismiss you.
Since you haven't talked to her, or anything, yet, your only credentials for a romantic engagement will be looks. She'll make some assumptions of your personality and other SMV traits based on her own biases.

On the other hand, when you go and say "your lipstick is dark", you're not proposing a romantic engagement beforehand. You're striking a conversation. She'll only dump you if she's not interested in a conversation with you.

If you're hot and is on IDGAF you can pretty much go with the "you're pretty" line. Despite being a poor strategy to manage to pick up a specific girl since its success isn't only tied to your looks, but her mood as well, if you can afford to be turned down by some two or three girls, you'll score in no time.

On the other hand if you're interested in a specific chick and doesn't want to blow your chances, play safe.

Personally speaking, I've gotten "the look" from girls below the tier of girls that do give me strong IOIs with openings such as that one.

I don't think guys realise that girls are naturally extremely intuitive. They can sense the difference between a genuine compliment and one that is given just to get her approval.
