If it's someone you DON'T already know in the street/shops ect... Try this

OPEN

"Excuse me this is really random but I just had to say you look really nice" wait a beat but no longer as she might not of even heard what you just said and is quickly weighing up the situation..

STACK

"What I noticed about you was (insert an assumption)"

Assumption examples include (pick 1, or make some up, don't keep making assumptions like a mental case)

"You don't look like a typical (insert country you live in) girl (because of her hair/eyes/dres sense), you must be from (say another country), am I right?"

"You look like a (insert an exaggerated comment about what she's wearing, i.e. if she is wearing bright pink socks and has long legs = a flamingo)" ----- This is just playful banter

"You were walking like you were on a mission, but I had to take my chance, you must be an undercover cop? Am I right?" --------- DONT SAY, YOU MUST BE REALLY BUSY, SHE WILL SAY YES AND FUCK OFF.

VIBE

Talk on the subject based on her answer until she ask's you a question back, don't give bland answers back initially. E.g. if she say's "So what do you do?" say "I'm an undercover agent looking for a girl (from/wearing/that look like/ are called)"

After a few minutes then you can say "Listen, I'm busy, your busy but another time I'd love to take you out for a drink, how does your number start" WINK WINK

My old manager was an overweight balding troll looking guy, but man did he know how to talk and make conversations with anyone.

One time he and I was just walking down the street and this woman who was pretty good looking was standing next to us waiting to cross.

He simply said "you must be from New York because of the coat you're wearing."

And she responded basically saying she wore it because she thought it was going to rain. But the way he opened was in a friendly manner and she responded the same laughing.

They small talked and he asked her where was from and all of that.

He was married, but that's just an example that I hope helps lol.

It has to be something universal that merits a reply. Too many guys say hi or what’s up. There’s no conversation out of that.

It doesn’t need to be Shakespeare. If it’s snowing or a beautiful day out it could simply be the weather. If she has a pair of headphones you like, ask her what kind they are. Or ask for directions somewhere. Then when she tells you ask her if she’s from around there. Then just let it flow.
